Solution-

there are a few reasons for this error, the first is a short in the wire that go's thru the hinge the wire sometimes gets worn as you open & close the lid, try moving your screen in different positions & running the webcam if it changes its behavior then it's a short, second is a conflict with a recent O.S. upgrade or update, try "slim drivers" I'll put the link bellow, it is a driver update bot, it is a freeware program but install it slow, never quick install on any software, make sure your not installing something you don't want, I thank it's "google chrome" that they have bundled with slimdrivers, anywho install & run, it will tell you if there are any hardware drivers out of date, to the right of the outdated driver info will be a link that will say "download" click on it, when its done fallow the prompts, after your done with it right click the icon in your lower right task bar & click exit then uninstall it from your system
